In 2012 to East Kazakhstan State Technical University named after D.Serikbayev 90 millions tenge were allocated to realize “Involving of foreign scientists and tutors to leading universities of Kazakhstan” program.
According to program’s conditions the aim of scientists visit is: to carry out consultations and lectures for undergraduates and doctoral candidates, to direct Phd students` dissertations, and also participate in scientific researches of engineering laboratory. Besides involved scientists read the lectures to EKSTU students, and conducted courses to faculty stuff.
The geography of the university partnership contacts was broadened because of this program. While realizing the program EKSTU entered into agreements with the next educational organizations:

In the framework of the program beginning from January 2012 57scientists, 19 of which came from the far abroad and 38 representatives from the near abroad.
The allocated sum covers expenses for journey, residing of foreign scientists and the work performed by them, and also accompanying expenses, such as registration of visas are included in the given sum.
Since involving the foreign scientists the character of teaching has been changed: lecturers began to pay more attention to education quality focused on the competent approach (the competent approach is a set of the general principles of definition of the purposes of formation, selection of the maintenance of education, the organization of educational process and an estimation of educational results), there was the great interest to language preparation of students. The university faculty began actively study languages.
By the results of the invited lecturers and EKSTU faculty stuff joint work there a number of the educational-methodological literature is published in three languages (English, Kazakh, and Russian). 17 titles were published for the 7th of December 2012, 6 manuals are prepared for publishing.
It is also planned joint publication of articles in journals recommended by the Committee for Control of Education and Science, MES RK, including in international journals with non-zero impact factor (according to the data base of Thomson Reuters or its affiliates the company's database Scopus).
