Competence Center for Ecology and Life Safety is first of all research & educational & production base for the implementation of a practice-oriented model of education under the educational programs "Life safety and environmental protection" and "Innovative safety management in natural and man-made emergencies".
The tasks of the Center also include the implementation of research and development work in cooperation with industrial partners and international research teams.
The structure of the Center includes five laboratories that cover the areas of industrial, fire, biological, radiation and environmental safety. The modern laboratory base of the Center and the employees with extensive production and practical experience allow us to provide professional development services for employees of enterprises and organizations of the region, conduct scientific and applied research in the field of ecology and industrial safety.

The following studies are conducted at the Center:
1. Study the peculiarities of achieving the Sustainable Development Goals (SDGs) at the university level.
The following team is working on this research - Head of the Competence Center Toktaganov T.Sh., Senior Researcher, Candidate of Technical Sciences Idrisheva J.K., Senior Researcher, Candidate of Technical Sciences Petrova O.A., Researchers Adakhanbek Sh.E. and Kazhygereev B.T., Engineer of the highest level of qualification Tumenov S.B..
In this research area the implementation of "green" technologies in the university activities ensuring the achievement of the SDGs is realized. EKTU participation in international rankings on SDGs is ensured.
The survey of HEI infrastructure on resource and energy consumption, greening, waste utilization, implementation of green building, as well as research, project and educational activities of the university related to the implementation of the SDGs is carried out annually.
Since 2018, the Green Campus project has been implemented, where all internal work on achieving the SDGs is carried out. From 2019, materials are collected for the Green Metric questionnaire, and from 2022 for THE Impact, QS Stars, STARS and other rankings.

2. Climate research
The team working on this research is the Head of Competence Center Toktaganov T.Sh., Senior Researcher, Candidate of Technical Sciences Idrisheva J.K., Senior Researcher, Candidate of Technical Sciences Petrova O.A., researchers Adakhanbek Sh.E. and Kazhygereev B.T., engineer of the highest level of qualification Tumenov S.B.
In 2022, reconnaissance studies were carried out on the Bukhtarma reservoir in this area of research. It is planned to create a carbonic polygon on the basis of the summer expedition campus "Prostor" on the Bukhtarma reservoir.
It is planned to measure and calculate the balance of greenhouse gases, assess the carbon footprint at different levels. Monitoring of emission and sequestration potential on climatically active gases of the Bukhtarma reservoir as a representative ecosystem of the East-Kazakhstan region under conditions of global climatic changes is planned on the basis of the carbon test site. For this purpose it is planned to use meteorological stations. For direct measurements of greenhouse gas fluxes it is planned to use sets of equipment based on the method of turbulent pulsations and the method of exposure chambers.
In 2021, the Carbon Center was opened, within the framework of which all scientific research in this area is conducted.
This study is a joint effort with Tyumen State University, which has the Kuchak carbon test site (Tyumen, Russia); Kant Baltic Federal University (Kaliningrad, Russia); and the Rosyanka carbon test site (Kaliningrad, Russia). 3. Study of avalanche safety of the East Kazakhstan region.

The project received funding under scientific, scientific and technical programs for 2023-2025 of the Science Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan. Avalanche-prone areas were systematized in advance by districts of the region, for which snow measurement routes were developed. Mapping of the areas was carried out using modern methods and GIS technologies. The installation of the first sensors of the monitoring system in the pilot project began in the Glubokovsky district.

4. Study of radioactive aerosol contamination of the atmosphere of an industrial city.

It is planned to carry out research on the contamination of the atmosphere of Ust-Kamenogorsk with radioactive aerosols using a dosimetric installation for gamma survey of the area as part of a mobile radiological laboratory on the basis of a car, radiometer of radon and its decay products "Ramon-02", sampling device.
"Epram-01-50" with filters AFA-RSP-20, a set of search dosimeter RKS-01- SOLO and ISS AT1117-M.
In 2022, an application for a grant from the Ministry of Science and Higher Education on the topic "Monitoring of atmospheric pollution of an industrial city by radioactive aerosols entering the atmosphere from solid fuel combustion" has been prepared to obtain funding.
Methodological manuals "Radiation safety and labor protection when working with radiation sources" were published in Russian and Kazakh languages.

5. Study of fire safety systems of objects of East Kazakhstan region and the effectiveness of modern fire extinguishing means.

In this area, fire safety systems of industrial enterprises, mining and processing complexes, public, educational and medical institutions, cultural and mass cultural facilities, as well as natural objects (forestry) are surveyed. The work of firefighting services is being analyzed. It is planned to create a training center on the basis of the Fire Safety Laboratory.
The following laboratory studies are conducted - collection and processing of statistical information on the objects of study, fire incidents and analysis of their causes. It is planned to investigate the causes of fires using a fire forensic laboratory of express analysis with an interrogator's tool kit for work at the fire scene.
The research is conducted jointly with V.A. Chernopyatov, Director of "GeoProject Corporation" LLP (Kazakhstan), Levy F., CEO "UK Fire and Safety Consultancy" Ltd. (England), the Department of Emergency Situations of East Kazakhstan region and fire departments.
More than 10 diploma projects on fire safety of various objects of East Kazakhstan region, analyzing the work of the Department of Emergency Situations of East Kazakhstan region were carried out in this area of research. Study of landscaping of urban areas and territories of industrial facilities.
6. Research on landscaping of urban and industrial areas

In this direction the assessment of quality of green spaces of Ust- Kamenogorsk city is carried out. It is planned to carry out works on improvement and development of carbon and adaptation potential of urban ecosystems on the basis of nature-based solutions green infrastructure, including a bank of best practices, their adaptation to local natural, climatic and socio-economic conditions. Creation of a register of the best available technologies in the greening of urban and industrial areas.
Surveys of green spaces of Ust-Kamenogorsk city, survey of green spaces with using GIS-technologies to assess their impact on the carbon balance of urban areas. To obtain funding, an application for a grant from the Ministry of Science and Higher Education was prepared on the topic "Monitoring and management of climate-active gas fluxes in the ecosystems of industrial cities".
