According to recommendations of Department of higher and afteruniversity education with the aim of expository work on counteraction to religious extremism and assistance of inter-ethnic harmony in the student’s environment, normatively-legal providing for the necessary methodological, information and legal expertise on human rights and freedoms, contributing to the formation for students of negative relations to offences were held tutor hour in a group 10-BF-1 on team “Religious extremism and counteraction to him”.
Students were introduced with legal methods of warning the spread of ideas of religious extremism and involvement of the youth in psevdoreligious flow, cults.
During the event were the main aspects of combating extremism such as:
- the distribution of knowledge among students and youth against extremism;
- the functioning of the religious-extremist organizations in Kazakhstan;
- the propaganda of civil and patriotic, political and moral education of teens;
- the studing of State laws,such as: The Constitution of the Republic of Kazakhstan, the Law "on counteraction to extremism”, the Law of the Republic of Kazakhstan “ About religious activity and religious associations” and etc.
Religious extremism – is the denial of system of the traditional society of religious values and the dogmatic foundations, and also the aggressive propaganda of “ideas” , contrary to them. The term "religious extremism" has no clear legal "bounds", and as political extremism, operates within a religious dogma. Religious extremism may be defined as the use of religious slogans for the realization of the political interests of the methods of violence, disregard State and international law.
Factors which contribute to the occurrence of religious extremism are:
- decrease of living standards;
- religious illiteracy of the population;
- progressive unemployment.
According to official data from October 25, 2012 year, Kazakhstan has about 3088 religious associations, representing more than 17 faiths and directions.
Nowadays, the country has officially prohibited the activities of extremist and terrorist organizations such as Al-Qaida, the Islamic movement of Uzbekistan, "the Islamic Party of East Turkestan and etc. Meanwhile, in Kazakhstan the most active extremist organization is " Hizb ut-Tahrir ", the members of which are known to distribute brochures and CDs, promoting the vision of the Organization to establish a global Islamic Caliphate, criticizing the United States and Israel, as well as a call for the overthrow of secular governments in the Muslim world. As in the case of arrests in Kyrgyzstan, "Hizb ut-Takhrir" focuses on the recruitment of women, the organization believes, is suspected of illegal political activities than men. Moreover, women are "conduits" within families, capable of attracting family members into the organization. Supporters of the religious extremist party increasingly involve citizens in their ranks. Today in the territory of Kazakhstan was widespread Islamic movement Jamaat Tabligh Muslim community, United by following the Quran and Sunnah, as well as an Islamic call. This movement is not officially registered in the Republic, which, however, does not prevent its spread. Tabligh Jamaat Islamic is apolitical forking, which was founded in India in 1926, Maulanoj Muhammad Ilyas as a form of protest against British colonialism. The organizational Centre of tabligists is located in Pakistan, part of the organization operating in many countries. The main goal of the movement is dedicated most of his life spreading Islam throughout the world.
To date, the Government of Kazakhstan is actively fighting against religious-extremist organizations. The increased funding measures to against with extremism, almost half of the amount allocated in 2012, from the State budget for the Ministry of Internal Affairs, is intended to against of religious extremism.
Now the law of the Republic of Kazakhstan dated October 11, 2011 year № 483-IV about religious activities and religious associations ". The purpose of the Bill is to improve the legislation of the Republic of Kazakhstan on religious associations by way of legal regulation of the activities of religious organizations and religious activities of individuals.
Historically, Kazakhstan has always been a crossroads, a meeting place and a dialogue between different religions, cultures and civilizations of the East and the West.
Inherited from the cultural and ethical traditions of Kazakh people, tolerance in the spiritual realm is a good basis to maintain civil peace in the present and the future. During the years of independence, Kazakhstan has absolute freedom of religion to all Muslims, Orthodox, Catholics, Protestants, and Jews. There has been a significant quantitative and qualitative growth of religious institutions. Religious holidays of Kurban AIT and Christmas holidays in Kazakhstan announced.
On the initiative of the President of Kazakhstan, Nursultan Nazarbayev, Astana successfully held in 2003, 2006, 2009 and 2012, four Congress of leaders of world and traditional religions. These forums have shown not only that the foreign policy of the country, but also are unique evidence of the effectiveness of the Kazakhstan model of interfaith cooperation.
Created in the Kazakhstan model of the relations between the State and religious communities was founded on democratic principles of respect for the rights and freedoms of believers, on the balance of public and religious interests, on partnership and mutual understanding. This is the result of a deliberate policy of the head of State Nursultan Nazarbayev.
On the basis of the tutor accounting were made the following conclusions and recommendations:
- public authorities should expand cooperation between State organs and religious organizations in all areas of cooperation, particularly in combating manifestations of religious and political extremism and terrorism, the fight against crime, in the spiritual and moral improvement society;
- Municipal Governments should pay special attention to the education of the population in the spirit of national and religious tolerance, the rejection of the ideology of religious and political extremism and terrorism;
- in terms of blocking terrorism as criminal acts, should improve the legal framework, strengthen and improve the work of the special services, as well as to strengthen ideological work;
- to strengthen the international aspects of the religious policy of the Republic of Kazakhstan, to take vigorous measures against the spread of extremist Islamic movements, feeding the separatism, terrorism;
- to strengthen the work of lecturers of theology faculty departments of legal disciplines for lectures on prevention of religious extremism;
- the active promotion of the spiritual and moral values and traditions of our peoples: their patriotism, of tolerance, of their heightened sense of responsibility for the fate of future generations, centuries-old experience in overcoming life's challenges together, by organizing large-scale youth campaigns, talk shows, round tables etc.
The theme of religious extremism is very topical at the moment, and not casual has been studied by students, because the influence of religion on the modern Kazakhstan society. The population of Kazakhstan, and especially young people, should be promptly informed of the threats and challenges that are psevdoreligioznye currents extending in some regions of the country.
The seminar was held in a warm friendly atmosphere, the youth of group number 10-BF-1 of the Economic and Management Faculty are showed great interest in the topic. High quality training, good communication of teachers and students were helped make the most effective use of time, for a short period were covered and uncovered serious issues in a clear and comprehensible form. The younger generation have expressed great interest in continuing the desire, though discussion, organizing such events in the future.
