Project abstract
The main idea of the program is to develop and implement advanced scientific and technical solutions in the fields of engineering and geological research, extraction and processing of natural resources, as well as in the production of metal products, in order to ensure sustainable development of the mining and metallurgical industries in the East Kazakhstan region. The implementation of the program involves the creation of an inter-industry scientific and technological center, which will act as a platform for the integration of scientific and engineering knowledge in order to develop innovative technological solutions and their subsequent industrial implementation.
The purpose of the project
Development and implementation of competitive science-based technologies in the field of engineering and geological surveys, extraction, complex processing of raw materials and waste, production of metal products and reduction of environmental pollution to ensure sustainable development of the mining and metallurgical industries of the East Kazakhstan region.
Expected and achieved project results:
Ключевыми показателями деятельности данной Программы являются:
- volume of high-tech products and services produced must be at least 10% of the amount allocated according to the scientific and technical task;
- volume of attracted investments in fixed assets for development should be at least 7% of the amount allocated according to the scientific and technical task;
- availability of tax deductions based on the results of the sale of high-tech products and services;
- registered at least 3 (three) startups developing innovations and/or commercializing the results of scientific and (or) scientific and technical activities;
- the amount of funds raised for the development of startups developing innovations and/or commercializing the results of scientific and (or) scientific and technical activities should be at least 1.5% of the amount allocated according to the scientific and technical task;
- graduation of at least 15 (ten) PhD doctors in the field of scientific and technical assignment;
- publication of at least 10 (ten) articles based on research results in peer-reviewed scientific publications indexed in the first two quartiles (Q1, Q2) by impact factor in the Web of Science database and (or) having a CiteScore percentile in the Scopus database of at least 50 (fifty) to the specified publications in the selected scientific and technical task;
- publication of at least 25 (twenty) articles based on research results in journals recommended by CQASHE;
- at least 3 (three) patents in foreign patent offices (European, American, Japanese) or at least 1 (one) foreign or international patents included in the Derwent Innovations Index database (Web of Science, Clarivate Analytics) or at least 5 (five) intellectual property objects (patent; for applications in the field of information technology - an author's certificate) registered with National Institute of Intellectual Property of the Republic of Kazakhstan.
- obtaining an accreditation certificate for the type of activity carried out by scientific and technical assignments in accordance with Legislation of the Republic of Kazakhstan.
- the purchased equipment must be registered on the unified electronic laboratory platform (e-lab).
Scientific and technical effect:
- expansion of mineral resource base and the range of final products of each conversion due to the creation of new technologies for mining and processing of minerals, as well as waste processing of the mining and metallurgical industry;
- production of new products and materials based on the processing of mineral raw materials and industrial waste;
- ensuring the sustainable development of the mining and metallurgical industry through creating the scientific foundations for development and implementation of competitive technologies to assist in advancing the mechanical engineering, energy, construction industry, agro-industry and other industries;
- creating the scientific and technological center with scientific laboratories of the mining and metallurgical field on the basis of the regional university, providing scientific and educational services to enterprises of the mining and metallurgical industry.
Scientific effect:
- developing the technologies aimed at improving the efficiency of geological exploration, forecasting, prospecting and evaluation of mineral deposits;
- forming the scientific foundations for mineral resources rational use;
- solving the problems of industrial waste disposal by recycling them to obtain secondary raw materials;
- elaborating the recommendations for sustainable development of the mining and metallurgical industry in East Kazakhstan through developing new sources of "critical" raw materials;
- developing the advanced methods of metal products production due to modern methods of powder metallurgy and additive technologies.
Economic effect:
- development of competitive innovative technologies for geological exploration of the subsoil, exploration of mineral deposits, extraction and complex processing of raw materials, processing of industrial waste, production of metal products using powder metallurgy methods, as well as assessment of the impact of mining and metallurgical enterprises on the environment;
- results of the program will be applied by scientific and industrial organizations, as well as industrial enterprises associated with the development and use of new economical materials with a high complex of mechanical properties for aircraft and rocket engineering, chemical engineering, mining metallurgy, energy and other industries;
- comprehensive recommendations will be given to ensure the sustainable development of the mining and metallurgical complex of the East Kazakhstan region;
- at the time of completion of the program, the scientific and technological center will conclude and submit contracts with subsurface users for the creation (manufacture) of scientific and technical products, for work or services, for R&D.
Social effect:
- creation of "Scientific and Technological Center" to provide researchers throughout the country with advanced scientific infrastructure and modern equipment, this will significantly increase the level of domestic research and development, bring the domestic scientific and technological sphere to the world level, support the domestic high-tech sector, and have a positive impact on the image of the scientific sphere in the regions of our country;
- improving the quality of life of the population, increasing the level of digitalization of the geological industry of Kazakhstan, the introduction of IT technologies, remote sensing and monitoring technologies in the geological industry of Kazakhstan;
- training of personnel in priority areas of the mining and metallurgical industry, ensuring the need of the labor market for specialists with narrower complex engineering competencies;
- development of research laboratories and involvement of young scientists in research activities, including undergraduates, doctoral students and students;
- developing the action plan to ensure the sustainable development of the water basin of the mining and metallurgical region of the country, recommendations on justifying the choice of the direction of reclamation of radioactive contamination, in accordance with current RK regulatory documents, reducing the risk to public health, and the results obtained should ensure the rational use of natural resources.
