1) To create the necessary conditions for obtaining high-quality education, learning, and teaching aimed at the formation, development, and professional growth of individuals based on national and universal human values, achievements of science and practice, as well as for the development of scientific potential and the commercialization of research outcomes;
2) To develop and support advanced technologies in the field of engineering sciences in cooperation with leading German technical universities, following the German model;
3) To establish and develop an international platform to strengthen scientific and cultural exchange between Kazakhstan and Germany in the East Kazakhstan region;
4) To create international, national, and local networks of partners from the fields of science, higher and postgraduate education, and industry;
5) To develop and implement the knowledge triangle linking education, research, and innovation, including programs integrating science and education with industry, primarily in the field of extraction and processing of mineral resources in the East Kazakhstan Region;
6) To promote cross-border cooperation in education, science, and innovation in order to strengthen the innovative potential of the economy and contribute to the sustainable development of the East Kazakhstan region;
7) To build cooperation and interaction within the Institute based on national and universal human values, mutual respect, solidarity, and responsibility toward the Institute and society.

Provision of educational services in higher, postgraduate, and continuing education; conduct of scientific and scientific-technical research in the field of subsoil use; international cooperation.
