1. A student who has expressed a desire to participate in the competition for training at the military department shall submit, from February 1 of the year of admission (admission), an application in accordance with the sample in Appendix 1 through the e-government web portal, www.egov.kz (hereinafter referred to as the portal), signed with an electronic digital signature or a certified one-time password, in the case of registration and connection of the candidate's subscriber number, provided by the mobile operator, to the portal account.

If applying through the university (military department), the student must additionally submit the documents listed in Appendix 2. If the student submits an incomplete package or expired documents, the university (military department) will refuse to accept the documents.

Applications are accepted until September 30 of the year of admission.

The University (Military Department) will, within 5 working days of receiving the application, check the completeness of the submitted documents and make one of the following decisions:

  1. on the acceptance of documents for inclusion in the lists of candidates;
  2. on refusal to provide a state service.

If grounds for refusal to provide a state service are identified in accordance with Article 73 of the Administrative Procedural and Process-Related Code of the Republic of Kazakhstan, the university (military department) notifies the student of a preliminary decision on refusal to provide a state service.

2. Students are selected for study at the military department annually by a selection committee based on a competitive process in accordance with the admission plan. The composition and terms of the selection committee are determined by order of the First Deputy Minister of Defense - Chief of the General Staff of the Armed Forces of the Republic of Kazakhstan.

3. The competition for selecting students for training at the military department is carried out in four stages:

  • the first stage is passing a medical examination in accordance with the Rules for conducting military medical examination and the Regulation on the bodies of military medical examination in the Armed Forces of the Republic of Kazakhstan, approved by order of the Minister of Defense of the Republic of Kazakhstan dated December 21, 2020 No. 716 (registered in the Register of state registration of regulatory legal acts No. 21869);
  • the second stage is conducting professional psychological testing;
  • the third stage is testing physical fitness;
  • The fourth stage is a competitive selection process, conducted in accordance with a ranking score calculation prepared and approved by the Head of the University. For students who graduated from technical, vocational, and postsecondary educational institutions, the GPA is determined based on the diploma supplement. Each stage of the competition may be completed only once. Students who have completed compulsory military service pass the first stage of the competitive selection and are enrolled based on their military ID.

4. To study under the military training programs for reserve officers, applications are submitted by students in different years of study, depending on the duration of the bachelor's degree program, in the following order:

  • in the first year – students studying in a bachelor’s degree program with a 3-year period of study, including students studying in educational programs that provide for shortened periods of study;
  • in the first and second years – students studying under a bachelor’s degree program with a 4-year and 5-year period of study;
  • To study under the military training programs for reserve sergeants, applications are submitted by students in different years of study, depending on the duration of the bachelor's degree program, in the following order:
  • in the first year – students studying in a bachelor’s degree program with a 2-year period of study (educational programs that provide for shortened periods of study);
  • in the first and second years – students studying in a bachelor’s degree program with a 3-year period of study;
  • in the first, second and third years – students studying in a bachelor’s degree program with a 4-year period of study;
  • in the first, second, third and fourth years – students studying in a bachelor’s degree program with a 5-year period of study.

Students who have completed compulsory military service are admitted to military training without competition and free of charge (under state educational procurement) after passing a medical examination.

5. To undergo a medical examination, students are issued completed medical examination forms (hereinafter referred to as Form 7) by the military department. Medical examinations are conducted by local military command authorities beginning April 1 of the year of admission. To participate in the competitive selection process, the results of the medical examination (Form 7) must be submitted to the military department no later than five business days before the start of the selection committee's work. Students who fail the medical examination will not be admitted to the competition.

6. Students' physical fitness is assessed by the results of passing the physical education standards in accordance with Appendix 3. Students who do not score 9 points in the total of three standards are considered to have failed the competition stage.

7. Professional psychological testing of students is conducted in the university's computer labs and includes assessment of motivation, stress resistance, critical and logical thinking.

8. The results of the professional-psychological selection and physical fitness are recorded in a report, which is signed by the commission members.

9. Meetings of the selection committee are held in accordance with the work plan approved by the chairman of the selection committee, and are accompanied by the preparation of a protocol with the adoption of one of the following decisions: “admit to military training”, “recommend for training on a paid basis”, “refuse”.

10. Decisions are made by a simple majority of votes. In the event of a tie, the vote of the selection committee chairperson is decisive.

11. Students ranked from first to the number corresponding to the number of places allocated according to the recruitment plan are admitted to the military department for free training.

12. A student who does not agree with the results of the competition stages submits a written statement (in any form) to the chairman of the selection committee on the same day.

13. The decision of the selection committee on the merits of the application, formalized in a protocol, is made within 1 calendar day from the date of receipt of the application with the wording “satisfy” or “refuse”.

14. The results of the competition will be posted on the military department’s information board no later than 5:00 p.m. the day after the selection committee’s work has ended.

15. In accordance with the Law of the Republic of Kazakhstan "On State services", the university (military department) ensures the entry of data into the information system for monitoring the provision of state services on the stage of provision of the state service.
