In 2002, on the basis of the East Kazakhstan State Technical University named after. D. Serikbaev, a research and production center for certification testing of automotive fuels and technical oils "SATIM" was established.

Currently, SPC "SATM" is a highly professional testing laboratory in the East Kazakhstan region, accredited in the State system of technical regulation in accordance with the standard ST RK ISO / IEC 17025-2019.

The SPC "SATM" has a quality management system (ST RK ISO 9001-2016) in accordance with the scope of accreditation, the purpose of which is to ensure the high quality of services for testing petroleum products, the reliability of their results, the confidentiality of customer information.

The Center conducts independent expert studies of petroleum products - motor gasoline, diesel fuels and technical oils, ensuring strict compliance with the requirements of interstate and state standards or other regulatory documents.

SPC "SATM" is equipped with modern testing equipment and measuring instruments necessary for high-quality testing, ensuring the reliability and accuracy of the results.

The main direction of the center's work is to determine the quality of diesel fuels, gasolines and technical oils for compliance with the requirements of the Technical Regulations of the Customs Union for a number of indicators (diesel fuel for 18 indicators, gasoline for 14 indicators and technical oils for 14 indicators). Based on the results of the tests, the customer is issued a protocol of the established form, and a full technical consultation is provided.

The staff of the center has the necessary qualifications and competence in the field of testing automotive fuels and technical oils. All employees have higher education and academic degrees.

SPC "SATM" conducts research work in the field of evaluating the properties of automotive fuels and technical oils, as well as their impact on the environment and the reliability of transport equipment.

The center participates in the international program of the Euro-Asian cooperation of state metrological institutions with the program (KOOMET) for the joint development of reference materials conducted by the All-Russian Scientific Research Institute for Oil Refining and the Engineering Center for Standards and Technologies "INTEGRSO" of the Russian Federation.
