1992. According to the decree of Ministry of Publication and Mass Media Board of June 25, 1992 (protocol № 6 p.1) concerning the given right to Highway and Civil Engineering Institute to issue omitting publishing houses subject collections, scientific proceedings, conference materials, congresses and symposiums, lectures and methodological manuals in Russian and Kazakh languages with the volume of 40 registration-publishing list forms during a year. On October 1, by the Rector of Highway and Civil Engineering Institute Yu. Batalov’s order a brand-new subdivision - Publishing company was established. The department consisted of three persons: Head of the department L.I. Orlova, editor-in-chief O.N. Nikolaenko and corrector S.L. Shumskaya. In this department we accept and prepare materials for printing, form, sign by authorities and confirm the plans for publishing literature and presenting them to the Ministry of Education and Science of the Republic of Kazakhstan. The printing of literature was done at the Institue printing house located at the first building of UK Highway and Civil Engineering Institute.

The encrease of qualitative education of students, scientific and creative work of professors’ staff and Institute employees made it necessary for the University to expand the editing-publishing house base. On June 2, 2004 Ministry of Education and Science of the Republic of Kazakhstan gave to the University license № 0000067 for active processing and publishing methodological manuals and literature.

Zh. Shaimardanov – the Rector of the University by the order reorganized editing-publishing house into Publishing center at D.Serikbaev East-Kazakhstan State Technical University.

Since 2020 the Editorial and Publishing centre has been a structural division of Non-Commercial JSC “D. Serikbayev East Kazakhstan Technical University”.
