The Ombudsman (from the Swedish ombudsman - “authorized representative” or “delegate”) is an independent official authorized to monitor compliance with the rights and legitimate interests of citizens (or specific groups of individuals) in the activities of government bodies, organizations, or institutions.

The institution of the Ombudsman was first established in Sweden in 1809. Today, it operates in many countries worldwide and is recognized as an effective mechanism for the protection of human rights at both national and international levels.

Types of Ombudsmen:

National (State-Level) Ombudsman - Commissioner for Human Rights (for example, the Human Rights Commissioner in the Republic of Kazakhstan);

Regional Ombudsman - operating within regions or constituent entities of a state;

Specialized Ombudsmen:

  • Children’s Rights Ombudsman;
  • Business Rights Ombudsman;
  • Financial Ombudsman;
  • Equality Ombudsman, etc.;

Organizational Ombudsman - established within an organization (university, corporation, or international institution) to resolve internal disputes and conflicts.

By decision of the Board of Directors, the position of Ombudsman has been established within the university structure. This measure is aimed at strengthening mechanisms for protecting the rights and interests of participants in the educational process.

The Role of the University Ombudsman:

  • providing consultations to participants in labor disputes and conflicts;
  • facilitating mutually acceptable solutions while ensuring confidentiality;
  • assisting in resolving social and labor-related issues.
